My teacher told me a simple way to answer this question

When you have an auxillary verb with a verb, then the aux. verb will take on the tense/plural and singular aspect of the verb.

so when you have do+tell do will take on the past tense and tell will remain in its base form.

example: He does understand the question.

He understands
