Tell me about a time when you have failed to achieve a goal.

Hi teachers!

I came across the sentence below and wonder if it is gtammatical. Actually I have known that we cannot use present perfect tense (have PP) in a "when ~ clause".

My book says this when clause is an adjective clause which modifies precedent a time

"Tell me about a time when you have failed to achieve a goal."

Many thanks in advance.
