Tell her people

Hi

A certain Squire (who lived in England) had a daughter. His daughter, when she was adult, decided to leave for Kenya to visit one of her brothers there. She like that place and wanted to stay there and work with and for the natives. Some time later she came back home to tell her people and to collect stores and funds. Later she left for Kenya again.

Do you think that "tell her people" here mean that she came home to talk to her parents or maybe to tell something her subjects (that she wanted to stay in Kenya).
