What is the differnce between second language learnig group(SLL) and foreign language learning group(FLL)?

As I understand it is how/where they will be using the language. ESL is for people who will be speaking with natives (people who want to live in an English speaking country). EFL is for people who want to learn English because it is the lingua franca.
