Hi,
Anonymous-wise
It is a sort of informal suffix, and it means concerning. Technology-wise should be, therefore, hyphenated.
I would avoid using this suffix in formal writing, though.

Avangi,

How would you use [behind]

We aren't that behind in terms of technology.
We aren't that behind in terms of updates.
Their updates are more behind that those of other brands.

May you say to me how you write it?

In my opinion, this is correct, but casual. (I'd use a comma after "district.")

Again, this is a casual expression: "We aren't that [far] behind etc."
