"Home come" is informal. If you're writing a paper or if this is in a book, it should be "Why doesn't technology ..."

"Technology depends on mankind to advance it" is better writing than "It all depends ..."

Either of your next questions is correct. If you want the reader to be thinking about the human role, you'd use the first one. And it's active. The second one is passive. Passive sentences don't grip the reader as well as active ones.
