Hi,

Below is an excerpt from a technical specification:

Built-in or plugged-in webcam (the webcam is optional; if you do not have one, other attendees can hear you but will not be able to see you)

First, is this excerpt "good enough" English? (I am asking this question because it's very likely that the spec was written by a non-native English speaker)

Second, is the underlined 'the' necessary in this context?
