The children are anticipated to be here any moment.

Ryan persuaded his friend to have the surgery sooner, since it would improve his quality of life.

I find the first sentence awkward in the passive, since the children do nothing. With another verb (e.g. expected) it would seem more natural.

I don't think I expressed myself very well, but no, that is not what I meant. Let me just withdraw to the position that anticipate doesn't sound good in the passive. I don't know why-- if I discover why, I will let you know.
