"an economic buffer" The government passed out money to everybody when this Covid thing hit and called it stimulus. This protects (buffers) Mr. Trump from the political consequences of the lockdown that occurred during his tenure as president.

"haven't necessarily had" "Necessarily" is a weasel word. She did not want to say that no president ever had one before and then have somebody find one who did. In other words, she doesn't know and is talking about it anyway.

"real per-capita disposable income growth" I am no economist, but "real" means "adjusted for inflation" as opposed to "nominal" which means "dollar amount". "Per-capita" means you take the total and divide by the number of people as opposed to, say, "per household" where you divide by the number of households. Disposable income is what's left after you pay your taxes, not to be confused with discretionary income, which is what's left after you pay your taxes and pay for necessities.

"just going off of" She has a brutal degenerative accent. She pronounces "better" as "batter". Her "going off of" is a way of saying "going by", "making calculations based on". I can't recommend "going off of".

She uses what is sometimes called "vocal fry", where you croak the last few words of every phrase instead of pronouncing them because you are more important than your listener and indeed are more important than what you are saying, and we should be grateful you are using what little bit of your precious energy you deign to expend to talk to us at all. With that and the accent, I had a lot of trouble hearing her sometimes, and she gets worse as it goes on.

You can't say "even" there because it implies that the economic indicators are surely enough for a prediction. "Just" is redundant with "alone". "Cheery" is not the best word there. "Negative for" is unidiomatic.
