Teacher of general computing and office applications.

Information technology and computer science is much more in depth than teaching how to use these applications.

My daughter is taking that right now.

At her school, the "industrial arts" include wood shop, computer applications, robotics, and something else that I can't remember. So her teacher is called, variously, the industrial arts teacher (which is vague), the technology teacher, and the computer applications teacher.
