Teacher-assigned passing rates ?

What does “teacher-assigned” mean? teacher’s expectation about the result?

And for the phrase “with a score of 85%”, can you explain some about the situation? I have no idea except this and am not sure:

The score that 85% of the test-takers in the State got ?

The eighth-grade passing rate on the Regents exam was higher than the teacher-assigned passing rates for the marking periods. Over 84% of students passed the exam, and 52% were at the mastery level with a score of 85% or above.
