Taxpayers would foot, yacht snapped, rescue bill

Volunteer Michael Wood was the first to see Abby's yacht early on Friday afternoon, and shouted "Contact!"
By then Abby had only a VHF radio, which tends to work only within line of sight. In snatched conversations as the plane flew 500m overhead, she was able to tell Michael Wear, of the WA Water Police, that she was safe and her yacht was still afloat.
In subsequent flyovers, Sergeant Wear told her a rescue vessel was on its way.
The yacht's mast had snapped during a 360-degree roll.
As Canberra said Australian taxpayers would foot part of the rescue bill, the Californian teenager said she would still like to make another world circumnavigation attempt.

Please explain to me the emboldened parts.

Though I guess "snapped" means "broken".
