"taxed out of existence"

Hi,

Excuse me for being greedy but I have a couple of questions in the writing below.

Across town, over in the East Village, the graffiti was calling for the rich to be eaten, imprisoned, or taxed out of existence.

1) would you define this "town"? I believe town refers to a central place where many people work or shop. But as long as I know the East Village is still town enough.

2) Would you explain this "taxed out of existence"?
