1. I'm wondering why not 'tax form' used instead?

2. Does 'return' imply you send something back to someone or some place? And usually that something doesn't belong to you. For instance, you return a book back to a library.

1. & 2 Yes indeed - it would be much simpler to say "tax form" - but we Br. E. don't like to make things simple.

Basically, the Inland revenue (tax office) send you a form (or used to ) and you fill it in and send it back - tax return.

3. You only send the form back to the tax office. They check it and work out how much tax you should pay, then send you a bill. Lovely!
