Tax office certificate

Hi,
I've got one more question connected with the translation of a tax office certificate. By the way, I want to thank Clive for having answered my previous one.
My friend asked me to translate a certificate issued by the Tax Office for her. She wants to be granted a family allowance benefit. In order to obtain the benefit, sha has to submit a certificate proving her income. The first sentence in the certificate should be:
either
"CERTIFICATE ISSUED BY THE TAX OFFICE CONCERNING THE AMOUNT OF INCOME DERIVED BY FAMILY MEMBERS IN THE CALENDAR YEAR PRECEDING THE ALLOWANCE PERIOD SUBJECT TO PERSONAL INCOME TAX IN LINE WITH GENERAL PRINCIPLES (of taxation)"

or
"CERTIFICATE ISSUED BY THE TAX OFFICE CONCERNING THE AMOUNT OF INCOME SUBJECT TO PERSONAL INCOME TAX IN LINE WITH GENERAL PRINCIPLES (of taxation) DERIVED BY FAMILY MEMBERS IN THE CALENDAR YEAR PRECEDING THE ALLOWANCE PERIOD "

Which of the two sentences is better taking into account the fact that it is the income (not the allowance period) which is subject to personal income tax?

Hi, Sorry, but both these sentences are too complicated and much too hard to understand. Can you say what you want to say by using more than one sentence? In other words, try breaking it up int shorter sentences.
