Tax inclusive (noun + adjective?)

I often see the use of this term: tax inclusive.
I would like to know why it is written as "tax inclusive".
Why is the adjective "inclusive" put behind the noun "tax"?
Is that related to the use of participle?

It should be "tax included," "inclusive of tax" or "including tax."
