Taunt

If somebody makes fun of me looking at my clothes because I have been wearing the same cloth for a long time, can I say,'he taunted me.'? Or for something that I couldn't do and made fun of me; can I say,'he taunted me.'?

You could say that, but note that "taunt" involves the intention of hurting/annoying someone.

Could it mean more like 'insult'? Can I say like, he taunted me at the party in front of everybody saying I could even get a bachelor's degree.'?

You could even get a bachelor's degree. Unless you have some unusual context, this sounds like a compliment, not a taunt.

You could not even get a bachelor's degree. This sounds like a taunt.
