In this context, there is not a huge difference, and sometimes the questions can be interchanged

'Effort' needs a modifier.



It's for the same reason that you can't say Tom used pencil or Tom wrote report.

What is the importance of the pronoun 'his' in the questions? It tells us that Tom logged his efforts and not someone else's efforts.
