Tantamount to entering with a brass band and banners

Hi

A woman was driving in a taxi. It was raining heavily. The taxi driver said that it might run into floods and that to have driven in a taxi to her village on this day would have been tantamount to entering with a brass band and banners.

Do you think he wants to say that this would attract a lot of attention?
