what does talking over people means???

is it something we are talking (gossiping ) about a person in absence of him/her...

Talking over people usually means raising your voice to be heard over instead of someone else. So in a loud restaurant, you would "talk over" the noise of the crows by speaking louder. Or, if you were in an arguement and you interrupted the other person and raised your voice to be heard instead of them, you would be "talking over" them
