may i know the meanings?

i found in one of the dictionary that it is like someone talking unwisely. is it right?

However, in one of the dictionary it says that:


Lying for effect; Letting your mouth write checks that your ass can't cash.

Interesting. This isn't usual for me. Where I grew up the expression was 'You're talking through your hat'. I have no idea of the origin, but I suspect it may be a 'politically incorrect' reference to Mormonism.
