Is there any other (preferably shorter) way to say "at the base of a mountain"? Especially when speaking in plural. When I say "beneath the mountains" or "under the mountains" it feels more like I'm talking about position directly underneath, like inside the rock.

You can use "bottom" and "flat". As for plural version, "flats" is the word you need. Hamid
