Hi, You may say the third sentence if you want someone to talk to you in an overly simple way. However, by that you may sound somewhat unintelligent. It would be more reasonable to say, " Don't talk down to me (I'm not stupid, you know)".

So talk down on me and talk down at me don't work in this case?

Thanks!

Hi,

That's right, talk down on and talk down at are just no good. It's not logic, it's just idiom.
