taks out insurance to cover a number of drivers

Someone has or buys a car, takes out insurance to cover a number of drivers, writes out a plan of mantenance, and an agreement with several others that includes who buys gas and when, how the vehicle is to be treated, and a flexible schedule of who uses it when.

Hi,
Is it right to see "to cover a number of drivers" in the above as "to include a number of drivers?" Besides, does "takes out" mean literally "bring out" or have other meanings? Thanks.

Thanks, Clive.
But the way, does "arrange insurance" equal "deal with insurance?"

Hi,

arrange means do all that is necessary to obtain insurance.

deal with is a vaguer term.
