Hi teachers. Could you please tell me if "taking his time" is natural here? Does it mean that you're not hurrying?

Joan was sitting in a restaurant, waiting for Joel who was standing outside smoking a cigarette. Outside, Joel was taking his time, watching people passing by. He finally put out his cigarette and went inside.
