What does 'take-up' here stand for?

It means something like "subscriptions". Take-up assumptions are assumptions about what percent of a group of people will subscribe to an offered service. Such assumptions are used in business forecasting and in government. Here are some examples:

How many people (what percent) will subscribe to (i.e., "take up") a telecom business's offer of a certain kind of high-speed internet connection they have available? What would you assume? That is, what take-up rate would you expect?

How many citizens (what percent) will subscribe to (i.e., "take up") a government's offer of unemployment benefits or of health insurance? What would you assume? That is, what take-up rate would you expect?

You can do calculations with assumptions of "25% take-up", "50% take-up", and so on, and this helps you to see what take-up rate you need in order to make a profit. If the take-up rate necessary for a profit is unrealistically high (meaning that you can't even imagine that you could attract such a high number of customers with your product), you, as a business, may decide that it's not worth the trouble to offer the service.
