Taken together ?

Hi~ What do you think the phrase "Taken together" means in this context? Combination of the concepts of
excellence and equity ? OR just the whole reforms? Thanks for your help.


More than 2 decades ago, prompted by a group of business leaders who became education advocates, the state decided to embark on a set of ambitious reforms driven by an urgent interest in excellence and equity. The concepts of excellence and equity were seen as mutually reinforcing rather than competing interests. Taken together, the reforms were designed to address the need to ensure a prosperous future for Massachusetts by preparing all children, not just some, for success in work, citizenship, and life.
