Taken

Did you know that on average we take home 150 plastic bags annually? In other words, that means a global figure of one million plastic bags ____ home every minute.

1) are taken
2) which are taken

To me, there are two different interpretations. In other words, both #1 and #2 are correct.

#1: A verb to complete the sentence. It was: That means [that] 1 million bags ARE taken home every minute.
#2: A usage of relative clause, defining bags.

I think they are essentially the same, a finite and a non-finite clause:

...a global figure of one million plastic bags (which are) taken home every minute...
