Take up 10 percent ..
Please correct me if you see any mistakes in the following sentence.
While 10 percent of Hong Kong's upper class forms( or take up) more than 60 percent of the total income, 10 percent of Hong Kong's lower class forms( or take up) only 10 percent of of the total income. This gap was caused by the lack of the welfare insurance by the government.

I cannot really fix it, as the logic or the terminology seems flawed. How are classes delineated? Do you not mean that the top 10% of HK workers earn 60% of the administrative region's total annual income while the bottom 10% earn the expected 10%?
