I'm missing some context, but it sounds like Steve is scolding Ben that the drugs Ben uses are not very addictive, so he shouldn't feel too proud for being able to quit them.

Hmm. Steve imagines that Ben is being sanctimonious, either because:
  • Ben uses drugs, and Steve thinks Ben is being a hypocrite for refusing another kind intoxicant (wine); or
  • Steve thinks that the drugs/alcohol Ben uses are easily quit, so Ben refusing wine is no great accomplishment.

I would guess that Ben is taking some medication that requires him to abstain from alcohol, and Steve is telling him that most people who try that medication don't continue using it. It's just a guess.
