take place=there is/are?

my question was how to use to take a place instead of there is..
..........on the train a group had been learning bridge and on wednesdays....
1). ...On Wednesdays there is a world affairs class. OR
2).... On Wednesdays a world affairs class takes place.
Why in the number 1 can't be "takes place" without changing the structure position and no like in number 2 which the word "takes place is but changing the grammar position.
Also the "wednesdayS" it is repetitive habits,, and is it always with the verb in singular?

The "takes place" should follow a subject.
