take place= there is/are?

In this question was . how to use to take a place instead of there is..
..........on the train a group had been learning bridge and
1). ...On Wednesdays there is a world affairs class.

OR:- 2).... On Wednesdays a world affairs class takes place.
Why in the number 1 can't be "there is" in the same position without changing like happens in number 2.
Both are ok. but is there a tip , an specific one, to use "take place".
And In the case of habits like "on wednesdayS" it is always the verb in singular ?.for example : ......on wednesdayS a w.a. class takeS place .

it was, why in the number 1 can't "takes place" keeping the structure position and no like in number 2 which goes the word "takes place " but change the grammar position. Also the "wednesdayS" it is repetitive habits,, and is it always in singular? i mean the verb in singular form?
