Take on

Biden tweeting I have the great honor to announce that I have picked Kamala Harris, a fearless fighter for the little guy and one of the country's finest public servants as my running mate. Back when Kamala was attorney general, she worked closely with Bo. I watched as they took on the big banks, lifted up working people,protected women and kids from abuse.

1. take on: does it mean 'handle, control' , or 'fight against' here? I know she used to be fight against big banks with the frauds

2. tweeting: why do we use '-ing' instead of 'tweets' here?
