India is gung-ho this year, taking off from Motwane’s Udaan competing for the festival’s Un Certain Regard award, which screens late second week and so its makers have yet to arrive to get their heroes welcome. I imagine "taking off from" means something like "instigated by". A "teaser" is a promotion designed to make people curious and excite their interest.

Thank you Mr. Wory
Then I wonder what "teaser look" means. What "look" has to do with the "teaser".

"a look" means "a sight" or "a view". So, Reliance Big Pictures are giving people a look at the film to stimulate interest. There is an apostrophe missing: it should be "Reliance Big Pictures' grand teaser look". ("heroes welcome" is also missing an apostrophe. The pieces you post often contain errors.)
