Do this mean the music industry pays attention to Charice?

2. What's the difference between "Filipina" and "Filipino"?

Does this "feminine" and "masculine" usages depend on who is making this statment? Male would use the word "masculine", and Female would use the word "feminine"?

No. A Philippine woman or girl is a filipina; a Philippine man or boy is a filipino.

The text from Newsweek says Filipino singer Charice, who is female. Shouldn't the writer have written Filipina instead?
