A few excerpts:

1. The president is barnstorming the country, trying to sell this jobs bill. But it looks like the Senate Democrats are not dying to take it up.

This one should probably be: You cannot persuade people with inside maneuvering. Meaning "behind the scenes" or "out of public view."
