But it looks like the Senate Democrats are not dying to take it up. &gt;&gt;  What does "take it up" mean?2.   Well, I think the Senate Democrats overwhelming are promoting it. &gt;&gt;  Is it "overwhelmingly" or "overwhelming"?  Modifying "Senate Democrats"?3.  It never usually does unless you have public sentiment. I'm fond of saying to anyone who will listen, President Abraham Lincoln said public sentiment is everything.&gt;&gt;  What is "who"?  The audience watching this interview4.  You cannot just persuade people inside maneuvering.&gt;&gt;  What does "inside" maneuvering" mean?5. 4. You cannot just persuade people inside maneuvering.

>> What does "inside" maneuvering" mean? Playing politics outside the public's view - behing the scenes.

5. Do you think the case has been made well enough for accountable government, effective government?

>> Would you break this sentence down so I can understand the meaning?

Make a case is an idiom meaning to successfully argue a point - with lots of convincing evidence.

Do you think that there has been a good argument in favor of effective government?

>> Can you tell me if persuade is verb, what is inside and maneuvering? Again, this is poorly written - not even grammatical. Probably it should be:

You cannot persuade people who are inside and maneuvering.

5. Does in favor of mean 'approving' and 'endorsing'? Whether the government is effective or has taken accountability? In favor of means supporting and agreeing.

This one should probably be: You cannot persuade people with inside maneuvering. Meaning "behind the scenes" or "out of public view."
