Vocabulary

take anywhere from one to many years

"take anywhere from one to many years"
I don't seem to understand the meaning of the phrase. Would someone help me with the right explanation!
(excerpt from an article):
- “We need to go back and review all these recommendations that we heard today and decide what the path forward might be,” Dr. John Jenkins, director of the office of new drugs at the agency, said after the meeting.
If the agency decides to adopt the committee’s recommendation, it must undertake a rule-making process that can “take
anywhere from one to many years,” Dr. Jenkins said. -

You help is very much appreciated!

hi, nona

So, I think it's possible if I rewrite the sentence in a more-easy-to-understand way (for non-native speakers):

rule-making process may take at least one year or many years

Thank you very much
