Take a ship out of service

http://www.worldcruise-network.com/features/feature78409/
"The speed of change is increasing year by year. It’s a huge task to take a ship out of service and modernise it in the quickest time possible."

What does out of service mean? Is it the same as "out of service" in "The copier is currently out of service (http://www.learnersdictionary.com/search/service )"?
I wonder why it's a huge task to take a ship that does not operate.
