Take a puff on the pipe

We have to puff the pipe to come/flow water out of it.
I'm taking a puff on the pipe to make the pipe come water out of it.

Please correct the sentences and give me better versions.

In my part of the world, there will be a small tank with water in it. Sometimes if the on-board pipe doesn't work. We bring a plastic pipe temporarily and put the one end of the pipe in the tank, and then take a puff on the other end to start flowing water out of it.
