Answer A just doesn't work.

While #1 below is just about possible, the only really correct sentence, in my opinion,is #2

That question would put most people in a fog.

I don't think the utterance "Your father told me you were going to go abroad"is one to which many native speakers would add a question tag naturally. It strikes me as one of these questions which a bored teacher/writer sets just to catch out learners, ignoring the fact that it's rather artificial.
