Would you please help me to understand the bold part? Does "gestate" mean 'to reach to the conclusion of...' in the context below? Thanks for your help.

What kind of environment is the Green Movement appreciating,-- They are protecting the natural environment, practicing ecological awareness.

Actually, Mr. Micawber, in this case, the name "Green Revolution" has nothing to do with environmentalism. Because Mir-Hossain Mousavi, the opposition candidate in the 2009 Iran presidential election, favored green as his political color, green was adopted early on as a symbol for the attempted revolution in Iran.

It's literal, or nearly so. They have decided to focus on what's beautiful in life, and this somehow fights the oppression. I don't know how it does, but that's what the author is saying.
