Tabloid title: "What a burka!"

Hello,
after the recent statement by the Archbishop of Canterbury about sharia law, a British tabloid headline read "What a burka".

I feel this title is some kind of pun, possibly relying on a different word which sounds like "burka", or maybe just begins with a 'b'. Could someone please cast some light?
