Batala, Jan 26 (PTI) A "dirty" tri-colour was allegedly hoisted by Punjab State Marketing Federation on its tableaux today prompting the district authorities to order an inquiry into the incident. Sub-divisional Magistrate of Batala, Rahul Chaba, has ordered the inquiry into the unfurling of the dirty tri-colour on a tractor trolley by the Markfed on its tableaux during the Republic Day parade here, officials said.
Punjab''s Chief Parliamentary Secretary Jagdish Raj Sahni was the chief guest on the occasion. The Markfed allegedly violated the Rules of National Flag as it hoisted the dirty flag on the tractor and the height of the pole was very short, an official said here.

It appears to be a specifically Indian use of the word. From what I can tell a tableaux is an elaborately decorated vehicle used in a celebration (the Republic Day parade in this example). I couldn't find many pictures but here is a link to one:
