Tabacco count/non count?

Dear teachers,

Can tabacco be used as count and non-count? Please correct my understanding.

Tabacco (cigar) e.g I lit two Cuban tabaccos last night.
Tabacco (leaf) e.g Tabacco importation has been reduced this year.

In my native land, some people (old) from the country side use the word tabacco instead of cigar. "Do you have a tabacco?"
