Synonyms or definitions for 'come'

Hi teachers,
Would the words in parentheses be appropriate synonyms or definitions for the ones in red in each sentence?
a) He can't come to the office without a suit. (enter/arrive at)
b) He mustn't come without a suit. (enter/arrive)
c) He should come to the office before 9:00. (enter/arrive at)
