"synonym for" and "synonym with"

For some, small towns are where virtues live: near the diner, yarn shop and swimming hole. For others, "small-town" is a synonym for smug narrow-mindedness.

1) Can "synonym for" be replaced with "synonym with" in the above sentence?

2) Is there any difference between "synonym for" and "synonym with"?

3) When should I use "synonym for" and "synonym with"?

Thanks.
