What does "down" mean here? Can it be dropped?

"The larger the system, the larger the uncertainty. On a single LAN, with considerable effort it may be possible to get all clocks synchronized down to a few microseconds, but doing this nationally or internationally is tricky."

Good question. The first dictionary I looked at does not have this definition, but it is not uncommon. You can think of it as saying that the asynchrony can be reduced to a few microseconds. It is the difference between the clock times that is brought "down".
