The cop cars and black sedans were swooping up and down the road.
--- Does it mean they were carrying out raids on some people/houses up and down the road or maybe were just driving and nothing else?
Maybe apart from "carrying out raids" it can mean something else too?

In this case I think it means that the cars were coming rather rapidly, without warning....as an eagle might swoop down on its prey in the field.

One more question: Does up and down the road mean that they were coming from either sides of the road (for example from the left side and the right side?)
