Mostly, the first, but the second is possible depending on the type of swing.

I'm wracking my brains but I can't think of any type of swing where you would say 'in'. I'm not saying that at some point in some country someone will invent one (perhaps a massive fairground ride that a 100 people sit inside) but for anything that we would at the moment call 'a swing' (as in the child's playground apparatus) definitely only use 'on'.
