swear as in

Hi,teachers,I encountered this sentence which comes from Toefl test,

In 1995, Newt Gingrich was sworn ____ Speaker of the House, the first Republican Speaker in more than 40 years.

A.in as
B.to be
C.to
D.in
the answer is 'to be' ,but how about A? Here is what I found in Oxford Advanced Learner's Dictionary:

swear sb into sth [often passive] to make sb promise to do a job correctly, to be loyal to an organization, a country, etc.: He was sworn in as president. The new prime minister was sworn into office

if so,is it right if I choose A instead of ' to be' in this sentence?

but according to dictionary.com: we say: 'swear in mayor',not 'swear in as mayor'

You can "swear in the new mayor," or you can "swear in John Jones as the new mayor".
